Taiwan’s carbon pricing system is gearing up for a major upgrade. The Environmental Protection Administration (EPA) has mapped out a shift from the current fixed-price carbon fee toward a phased rollout of an ETS—“cap-and-trade”—so Taiwan moves into a “carbon fee + ETS” dual-track future. Timeline snapshot: draft ETS trial plans first by end of this year, complete system readiness and company preparations by 2027, then aim to launch an ETS trial in 2028. Why the switch? Unlike the carbon fee, ETS starts by setting an economy-wide emissions cap. Prices then emerge through trading—aligning corporate abatement incentives directly with national reduction targets, and building momentum for deeper cuts after 2030. Just as important: it won’t be “all at once.” The trial will prioritize major emitters with existing voluntary reduction plans, letting Taiwan fine-tune coverage rules, emissions caps, allocation methods, and market mechanics. EPA will also run simulations with carbon-market modules and use expert/stakeholder workshops. Infrastructure is underway too: a trial auction platform with EEX goes live at the end of November. #Taiwan #ETS #CarbonPricing #CapAndTrade #ClimatePolicy #Sustainability
